When Toby first came to the mansion, he suppressed his tics for fear of being made fun of. All this did was serve to make him more irritable and tense. Plus, when he finally did stop holding back his tics, they were much more violent when they did happen. It took some time, but Slender and several others managed to get it through his skull that no one would make fun of him, and that they'd have hell to pay if they did.
